Cicielo-Jacobs received the Building Saundra thanked the Building Industry Association in a brief acceptance speech, and acknowledged the new developments of Talega and Ladera, for whom the District streamlined its plan review process. The categories from which nominations are considered are (1) media, (2) public agency, (3) business, (4) nonprofit trade associations, (5) environmental, and (6) education. John J. Schatz, General Manager of SMWD, who was also in attendance at the meeting said later, "Santa Margarita Water District is honored to have received this prestigious award from the Building Industry Association. It is vitally important that SMWD maintain existing water rates while at the same time develop new financing alternatives for the required infrastructure for Ladera and Talega here in South Orange County."
